What is ATP ?

ATP is the agreement on the international carriage of perishable foodstuffs and on the special equipment to be used for such carriage. ATP is a UN agreement signed by 48 countries. The current version is available on the UNECE website.

Is the ATP agreement applicable in France?

For national transport, national regulations require the use of equipment with a certificate of technical compliance ATP or a national certificate. This requirement can be derogated for the transport of less than 80 km without reloading, i.e. without opening the doors.

How to recognize compliant equipment?

Equipment in service within the ATP or national regulation has a certificate of technical compliance (paper). Stickers marking shall be affixed at the top and at the front, on either side of the lateral faces of the body. Blue for ATP, red for national certificate, distinguishing marks allow recognizing the technique of refrigeration production of the equipment, their insulation and their class.

Who issues ATP certificates of conformity and national certificates?

The information database DATAFRIG ® centralizes requests for certificates. These are issued by the Cemafroid, ATP competent authority for France by delegation from the Ministry in charge of Agriculture.

What are the steps so that equipment can benefit from an ATP certificate (or national)?

For new equipment, each prototype of body, device cooling or equipment must pass a test in an ATP official test station.
Manufacturers
of equipment that have an official test report defining the thermal characteristics, have to be authorized to demonstrate compliance of their production prototypes.

Authorization is granted on the basis of the audit of the manufacturer according to the technical reference document approved by the ministry and available on the website of the competent authority.

For equipment in service at 6 years and 9 years, a refrigerated vehicle must pass a test in a testing center recognized by the French Minstry of Agriculture based on a technical reference document.

Beyond 12 years, the vehicle must pass a test in an ATP official test station for a renewal of six years and may be made ​​by lot. The certificate can be renewed every 6 years.

What happens in case of modification or sale of the equipment?


Any major equipment modification involves an update of the ATP certificate with or without test. The owner of the equipment must make an application either the manufacturer or a test center.

In the event of change of ownership of a vehicle, the new owner requests the amendment of its certificate to a test center. If he does not wish to perform the test, it renounces in writing to the test center.

What are the rules in case of importation of a vehicle in France?

If the equipment has an ATP certificate from the country of origin, the applicant shall transmit to Cemafroid the certificate application file, including test reports of the body and the unit and the certificates issued by the competent authority of the country of manufacture.

The competent authority shall verify the validity of documents provided and, if they comply, issues certificate of conformity via DATAFRIG®. A physical control, a test or a tunnel test can be done at the request of the ATP competent authority.

If the equipment does not have ATP certificate from the country of origin and if the manufacturer is not authorized, it is tested in an ATP official test station. In case of favorable test, the certificate is issued by the ATP competent authority.

Are there special cases?

There are special cases for transport equipment as:
• small containers of less than 2 m³ volume,
• tanks,
• packaging carrying perishable goods.
Special arrangements also exist for the overseas departments (DOM).
